The concept of security and defense oscillates when a country strongly needs energy and it does not have the enough reserve. Therefore its dependent on the supplying market. In an extreme situation is a coercion on governmental decisions, when the issue is strictly necessary for the order and internal peace. Such situation is related, in dependence terms with the national sovereignty.
